Strengthening Philippine Resilience through Project Risk Management

In a climate of accelerating change and complexity, risk management has emerged as a cornerstone of organizational resilience. Recognizing this imperative, the Project Management Institute Philippines Chapter—through its Program Development Committee—delivered a tailored Project Risk Management training for the Bangko Sentral ng Pilipinas (BSP).

Hosted at Discovery Suites, Pasig City, the program convened professionals from BSP’s Project Development and

Management Department, IT Systems Management Department, and Office of Strategy Management. Led by Ramon S. Garcia, PMP, with co-facilitators Lucito R. Torres, PMP and Cristina C. Catahan, PMP, the sessions combined foundational frameworks with hands-on application through interactive discussions, group exercises, and real-world case scenarios.


From Uncertainty to Opportunity

The training enhanced participants’ ability to navigate uncertainty—amplifying the benefits of positive change while mitigating the likelihood and impact of adverse events on project objectives.

Grounded in PMI’s global Risk Management framework, the training explored key domains essential to effective project risk governance. Participants engaged with core concepts and practical applications across the following areas:


  • Risk Management Foundations – Frameworks, classifications, and strategic approaches

  • Risk Assessment – Systematic identification, analysis, and evaluation of risks across the project lifecycle

  • Risk Treatment – Development and implementation of appropriate risk response strategies

  • Risk Monitoring and Review – Ongoing tracking, performance review, and lessons learned to inform future risk planning


The training encouraged collaboration and reflection, emphasizing that effective risk management is not a one-time task but a continuous discipline that drives stronger project outcomes. Throughout the training, BSP teams shared realizations on how risk management applies across enterprise, operational, and project levels, and how clearly differentiating between risks, issues, and problems leads to better decision-making.
