The Logical Framework - 2009 Technical Session No. 3 PMI Philippines Chapter held the third technical session for this year on August 26 at the Discovery Suites in Ortigas, Pasig City. Dr. Ken Smith presented "The Logical Framework: Scoping the Essential Elements of a Project".
Dr. Smith introduced the Logical Framework, or Log-Frame, as a simple, but very powerful project management methodology and tool which can be used in designing and planning and in monitoring and evaluating projects. The Log-Frame is basically a 4x5 matrix that describes the essential elements of a project. This tool is used worldwide by many international development organizations, such as the World Bank, Asian Development Bank, European Union, etc, for public sector economic and social development projects. It is also required by NEDA of the Philippine government for public sector projects.

Dr. Smith led the audience through the concepts and use of the various cells in the Log-Frame matrix. The rows represent the Goals, Purpose, Outputs, Activities and Inputs. Columns are Design Summary, Performance Indicators and Targets, Data Sources and Reporting Mechanisms, and Assumptions/Risks. The basic matrix has been modified by different organizations to suit their particular needs, yet all retain the basic concepts, and usefulness for organizing thinking, measuring progress and as a means to develop consensus and communicating the project's intent and strategy.
Photos taken during the session are here. A copy of Dr. Ken Smith's presentation is available for download here.
Our thanks to Dr. Smith for generously sharing his time and knowledge. |
